Dear Legislator, . Whereas: Lead paint and other Volatile Organic Compounds have been found in toys, Boy Scout Merit Badges and other consumer goods imported from low-cost manufacturers overseas. And whereas it would appear that they were not concerned about the health impact of these chemicals when sending them to our shores, into our homes and into the hands of innocent children or adults looking for low cost goods and products. . Whereas: There are apparently no intrinsic motivations by foreign low-cost overseas manufacturers to utilize anything but the cheapest Volatile Organic Compounds to make and finish products for foreign export; which chemicals, such as lead are only found by random testing, sometimes years later in the countries where they were shipped, almost by accident. . Whereas: Common seals of quality, such as the Good Housekeeping Seal, would not be appropriate for imported goods of questionable ethic stature. . We do hereby request that a voluntary seal of good faith, a logo, be created by the EPA which must be reproduced, and affixed by any foreign manufacturer on any product or product container imported into the U.S.A., which they, the manufacturer, voluntarily certify as VOC Free. We suggest, for the interim, that a small logo on a light green background with the red capital letters VOC affixed and having a Dark Green Circle surrounding the letters VOC with a slash mark across the letters VOC from Circle rim to rim. . We further request that any manufacturer who has been found to have affixed said Certified VOC Free logo to any product which by random testing has been proven to have Volatile Organic Compounds and including lead in them, be sanctioned and forbidden from importing any goods into the U.S.A., for five years as penalty for a first offense and placed on a watch list, there after, should they opt to re-establish shipping goods to the U.S.A., after said sanction. Any repeated violation would there after render that manufacturing facility, including their subsidiaries and parent organizations be permanently banned from exporting their goods into the U.S.A. . Please introduce a bill with this or similar wording into the legislature and make it a mandate which the E.P.A. will thereafter be required to enforce by random inspection and chemical testing for VOC's with particular interest in lead, of random samples of imported goods. After a moratorium number of months while this mandate is implemented, no imported goods shipped to the U.S.A. can be accepted that are not certified, by their manufacturers, to be VOC free; signified by the Certified VOC Free logo... .
